Propaganda Campaigns

Anyone realize that this actually causes civil unrest even if you don't flip the city. I had a couple of super rich opponents constantly spreading propaganda. The one city said 20% of the unhappy were unhappy because the propaganda confused them. Even had around three destructive riots, not sure if this could have been avoided though.

I don't think so because if they kept hitting each turn, adding the one entertainer wasn't enough to bring the city back for a full turn.

They were also trying to steal my world map, filthy rich bastards.

I thought that propoganda only defct cities and nothing more.
