In the current game, I was trying to start a general war to slow down the AI's research since I only had a 4 tech lead over them. So I placed a city (called - come in spinner) on an unclaimed bit of land and left it undefended, hoping someone/anyone would declare war and attack it. Then I could stir up a general war.

16 turns later, it was still sitting there, undefended. So I built a temple thinking that might make it a bit more attractive. The turn after it was built, this happened.
