      I dont move my capital much myself, but if you've got a capital on the outskirts of your civ (as they tend to be on monarch and up), you're still better off moving it. The cultural loss is not as great as the potential production gains.
      We need seperate human-only games for MP/PBEM that dont include the over-simplifications required to have a good AI

        Whichever city has most corruption. Probably farther away. Check advisor's screen to see waste.
