I'm playing a game deep into modern age. I've got a city with 130+ shields per turn churning out Armies. But i just finished building army #15, and it won't let me build any more. (Army no longer shows up on the build queue).
I'm not sure why the designers decided to put in a limit (gameplay balance issues is my guess), but the default hard limit is one army for every four cities (you may modify this in editor).
