    You forgot not all players of civ3 have played civ2. What is a civ3 democratic game?

        This is MrWhereItsAt explanation:

        We're playing a game of Civ (2), where several ppl are in the High Council. These ppl get the savegame and put up polls to decide what moves to make/things to build next. After these have been voted on, the President plays the game for afew turns more, according to the wishes of all of the voters. Each month the ppl vote for a new set of Ministers (and President) in the Council.

          I'd like to be in one of these but I'm not that good at Civ3. How about a game for novice or intermiediate players?
