IF you read the civlopedia on he different power plants (take hydro-electric) it states: "It replaces any other power plant in the city."

yep, when you "upgrade" powerplants it sells off the old one and you get extra shields toward your next thing in the queue. The computer thinks this is the same as disbanding or rushing, so won't let you switch to wonder/spaceship parts.
