Game Editor Patch

This new Game Editor patch that I hear about, will it be available to regular CIV III owners or do you have to buy PTW to be able to use it?

Also, will we FINALLY be able to determine our starting locations?

I've heared rumors that the new Editor will be released before PTW and contain many options that'll only work with PTW.

I think the ability of determining starting locations will be contained.

I think that the editor patch will allow scenario editing, and will also incorporate features specific to PTW (such as airfields). But, in order to play scenarios with these specific features (such as airfields), you will need the XP
