In my current game I've got the southern part of the continent I'm on, Greece has the middle, and Rome has the top. The other five civ's Share a larger second continent. I discovered an island on the other side of the world from my continent. I settled it with four cities. But because its so far away they have massive corruption. My cities on my continent are doing pretty good corruption wise except for the two to the north east which are loosing about half the production and commerce to corruption.
So my question is should I build my forbiden palace on the island with four cities to make them more useful, or should I build it on my continent were it will help the two cities to the north east alot and the rest of the cities in the area a little bit.
Here are some screen shots that may help:

EDIT: typo
