bug? civ defeated, yet still exists

I killed of the Zulus, but I can still deal with them through diplomacy.

they don't have any cities
they don't have money or technologies
I can't use espionage on them

they can't have respawned since the entire planet is already settled.

How do you know they didn't have any ships?

The Settler could also be wandering on land.

no ships cause I conquered all their coastal cities before they had map making.

and on land? maybe, but that means it's wandering around withing the borders of some other nation.

How did you tell which techs they had while you were at war with them? Did you have Map Making? Did any other Civ have Map Making?

Yes, the AI will tromp all around other AI territory. They don't seem to get as fussed about it as they would if it were you.

Wasn't this bug fixed in the latest patch? If you do not have it, you should get it.

The bug that was fixed was if you destroyed a civ's last settler on a ship, the game would crash. You still get last settlers on ships, but it doesn't crash the game anymorewhen you kill them
