I just realized that no civs have the 'build often' check for artillery on. I set it to yes for all civs. Does anyone know if this makes that much of a difference?

I once went into the Editor and clicked on "build more artillery" for the French. Cannons were in fact the prime offensive mover in the Napoelonic Wars.
So a war (musketeer era) begins and the French go on the offensive. Unfortunately, they left all their artillery just sitting in their cities! Stupid. 1.21 doesn't seem much better (?).

the AI is using artillery , even the rocket version , the AI use's it first to soften you up a bit and then they come , .........;

To be honest I don't tend to use artillery an awful lot. I prefer to bombard from the air or the sea as I don't like losing units. Maybe I would win more wars if i took along some cannons etc
Can't say I've ever seen the AI use bombarding units for anything other than destroying improvements. I once got so annoyed that i built 5 carriers, filled with bombers then went about destroying every land improvement in their borders. Slow but painless way to end a civ's fighting abilitySi tacuisses, philosophus mansisses
