Playing a Mod with a Custom Map?

When I run mod and try loading up a custom map (scenario), it takes on the rules of the scenario instead of the mod (which I don't want). Any way to keep the rules of the mod when playing the map aside from modding the rules of the scen itself?

And, no, it is NOT possible. You want to use a new map, such as one downloaded from the Civ 3 site, you have to Edit EVERYTHING in the Mod. Which means we can't use the maps.
