AI expansion in v1.21f

I'd like to hear your thoughts on the AI expansion in v1.21f. IMO the rapid expansion in previous versions - referred to by others as AI ICS - is a serius flaw of Civ3.
So, is it still as fast as in previous versions or is it toned down in the latest patch?

Definitely toned down with 1.21f.

I understand you can tweek teck tragin etc... how/where do you do this in the editor?
