Barbarians in 1.21

After gettin hammered on deity (poor starting position ) I started another on monarch (barbs on roaming) and found myself in constant battle with barbarians until around 1 AD when I finally managed to solidify my civ boundaries a little. Now the aztecs are encrouching, but they dont spring from different directions.

Has anyone seen similar changes with 1.21 or is it a fluke?
