You're not alone. The lack of a Scenario Editor is indeed a backward step in this game. The thing that seems to grab interest is the possibility of being able to use a mod that won't crash on you. Take Half-Life for example. Its been out around about 4 years and it is still hugely popular. The reason is that Valve made it so mod-friendly. Anyone who knew how to turn a computer on could make a Half-Life mod.

So come on Firaxis. Next patch or the expansion set should alter the game so that it is much more mod friendly. And has within it a scenario editor and a few decent historic scenarios to get our stable modpack collections started. I've seen so many interesting scenarios for Civ II which still maintain interest in the game. Why not make it possible for Civ III, which has much more potential than its predecessors?
