    Despotic Rushing (or using the Despotic Whip) is a powerful early game strategy that takes advantage of the fact that your population can be sacrificed for shields, which can be used to speed build city improvements and/or military units.

    The technique was somewhat weakened per this latest patch (because they changed the way unhappiness works) but the whip itself is still quite powerful (in essence, you can "whip" a temple together in VERY short order, cos the happiness effect of the temple counters the unhappiness effect of the whipping). Used in moderation, you will see insanely rapid development of your new cities.

      Under despotism, you can rush units or buildings, this means you can finish their production in the next turn, but your cities will lose a bit of their population (the poor guys who worked too much to produce the unit immediately )

          Just for completeness (and the +1 effect )

          You can use pop-rushing with a Despotic government, or a Communist government.
          I'm building a wagon! On some other part of the internets, obviously (but not that other site).
