Here's a tip for you: the flags for food and production seem to be flipped. It is a well known frustration that governors seem to choose food over shields when a player orders maximize production. Well, I click on max food, and now I get shields, even to the point of starving citizens! Looks like a typo in the code. Shame, shame Firaxis.

So try it out, max out food to get shields, max production to get the governor to produce food. Funny.
