....does the AI insist on settling on crap land (jungles tundra desert) right next to your borders? Especially when they only have less than a handful of "free" (unclaimed) squares??!? AND all this when there is still like half of ANOTHER continent unsettled?!?!?!?

Just so you get an answer, the AI does this for 2 reasons.
First, to block off your expansion.
Second, to have more chance of gaining access to strategic resources that appear later in 'bad' territory such as jungles, deserts, etc.
