Corruption

I still find that corruption is a major problem, even under a democracy. Is there any way of turning it off ?

Yep.

It involves using the editor to up the optimal number of cities from around 10 or so to around 10000 or so...
Of course, the AI gets this bonus too.

That won't get rid of it though. Another thing you can do is add the "Reduces Corruption" flag to all buildings. This kinda makes the courthouse useless though.
