I don't like the mathematical model of corruption in Civ3. I'm looking for a more realistic, transparent and fun model. I thought of making city improvements much more expensive and effective at the same time. There could be a time factor like with culture. A university which has produced a certain number of beakers will improve reputation and increase output. Scientists will become much more effective in big cities which have already a high science output. Taxcollectors will be more efficient with banks and particularily in a Wall Street city.
The downside of this model could be the huge difference between different civs and also early decided games.
