Tactical Nuke/Nuclear Sub

How do you launch the tactical nuke from the sub. The civilopedia says that they can be launched from the sea, however, the bombard button for the nuke does not appear unless you unload the missle onto land, in which case, it can easily be destroyed by enemy units before you have a chance to use it. Is this a bug in the game?

can't you just right click on the nuclear sub and select "activate Tactical Nuke"?
