I have been playing a whole lot more since the 1.17 patch and I have noticed a whole lot more civil disorders. I am getting to the 1700-1900s and I have a democracy, everytime I wage war against someone, a bunch of cities riot. It never happened this bad before the 1.17 patch, does anyone know a way of keeping the cities from rioting without changing rules, and raising luxury rates? I have tried police stations and the suffrage wonder which really hasn't helped out much.

However, I notice that with the new patch the city governors control happiness much better. Before, they used to screw up often, and let the city go into disorder. Now, they'll keep it content, at the expense of mass starvation.

First off, stay a Republic, slightly more corruption is a fair trade off for WAY LESS war weariness. I've managed to have long lasting wars without ever exceeding 20% on the luxury slider.
The last game I played I was a democracy and operated in perpetual anarchry for almost 100 years as my government collapsed and then reformed as a democracy again (stupid me) and collapsed, even whilst have 80% on the luxury slider.
