    I've always thought that there is never corruption in your capital.

    Am I wrong?

    I was playing recently and I noticed that there was slight corruption in my capital city, something I had never seen before. Is this a bug, or another "feature" of Civ3's serious corruption problem?

    There was also a courthouse and a police station in the city. I am playing on Regent level and I am a democracy. This is also happening in the city with my Forbidden City.

    There are 2 types of corruption/waste:

    - From distance to your capital (it can't apply to the capital itself)

    - From total number of cities (concerns the capital as well).

    EDIT: Same with your Forbidden Palace.

    By the way, it's a waste of upkeep money and shields to bould a Courthouse in your capital. The marginal low corruption will usually not be changed.

      As a One City Challenge (OCC) player, I can attest to the fact that there is just a little bit of corruption in the capitol regardless of distance to itself (zero) or the total number of cities (1). This is logical, as it must be considered that no capitol could exist without any politicians or lawyers.
