Destroying Spaceship

If I capture a rival race's capital his spaceship program is destroyed but if I raze it then it isn't. Is this a bug needing correction or simply the way it is supposed to be.

I think it is a bug. Nothing else makes sense.

DP - didn't get the Confirmation page, but A can't connect to server popup. So I reloded for 15 minutes or something.
