Dum Dum needs help...Que question

How do you que another task for a city? I see an "empty slot" in the que line, but I can't figure out how to add an additional task / development.

Hold the Shift-key down and click the thing you want to add to the queue.
If you want to delete an item, click on it and press Delete.

You can also delete the entire queue by hitting Shift-delete.
