Post patch. Space ship parts in just one city?

I´ve just won my first victory (a cultural one) and have just patched the game. In my new game I have turned off the cultural win as I want to go for the Space ship or UN. I read on the list of changes that the patch makes that space ship parts can now only be made in ONE city.

Is this true? If so why and how does it change the game?

No, this is a misunderstanding.

In the past you could build the SAME part in more than one city. They have now corrected this in the patch so when one city builds PART A, no other city can.

Well, this is the theory. In actuality you still *CAN* build the same part in EVERY city ... they haven't plugged all the holes.

What if you set one part to require two items of it?
