Recourse-excess bug, or what?

I have 3 gems and 2 irons according to the trade-advisor. The same advisor tells me that I can trade with the Greeks, and that he has two luxury to trade.

But when I contact him, only his excess recourses shows up. Not mine. Is this a bug, or what?

That's probably because the greeks already have iron and gems. The resurces are not shown on the bargaining table if the other civ has them.
