I thought the patch was supposed to make privateers a 2 on offense. Not according to my city production screen or the civilopedia.

The privateer shows an attack strength of 2 in my game after installing the patch. Apparently your civ3mod file hasn't been updated. It turns out that if you have made any modifications to civ3mod the patch won't overwrite the file.
In order to get an updated civ3mod I would recommend renaming your current file and reinstalling the patch. Any changes that you made to your old civ3mod that you would like to retain in your post-patch games will have to be re-entered via the editor.
I suspect that this patch won't get adequately documented until after the players uncover all the problems!

don't need to modify civ3mod.bic anymore
With the updated patch, it is no longer necessary to modify the base civ3mod.bic file in the root civIII directory.
Any personal changes you want to add can be placed in a new bic file in the scenario directory, then, when you start a game, just choose load scenario to get your modified rules.
The science advisor screen will look different since it can no longer use the pre-rendered dependency lines, but it now works unlike before the patch.
(Also note, it is not just the civ3mod.bic file that doesn't get updated in the patch if you've modified it. Any file that is supposed to get updated will just be skipped if you have changed it, including the civilopedia.txt file).

p00p. So I should rename the .bic file and reinstall? Damnation. I wondered why my city names list remained intact.Orange and Tangerine Juice. More mellow than an orange, more orangy than a tangerine. It's alot like me, but without all the pulp.

Just a note of warning:
I deleted my [modified] civ3mod.bic and my [modified] civiliopedia.txt and double-clicked on the patch again.
This UN-installs the patch.
You have to double click again to reinstall the patch.
