This has been an annoying problem (well, to me at least) since the days of Civ 1.
Whenever a city reaches its maximum pop number, if it doesn't have an EVEN number of food, it will continue to lose stored food until starvation (-1 pop). Then it will GROW AGAIN until it reaches the maximum, and the whole cycle starts over.
It's pretty annoying to watch your great cities dying/regrowing just because it has an ODD number of food.
Can't they just get this fixed so that say, the last pop person requires just 1 food?
I know that we can improve food production (railroad/remove mines for irrigation etc.), but this is quite a nuisance, especially if you have one of those PERFECT cities and don't want to mess with its production/food.
Or is there some strategic value in this design decision?
Anyway, just my random complain.
