From Firaxis about the 512 city limit (about 32 cities each for 16 Civs) in the patch...
Currently, ONLY 32RAM is required & only 64RAM is recommended. Many of us can dramatically have more RAM than that, especially with how cheap RAM is now. So if we have more RAM shouldn't we be allowed more cities (and thus larger maps)? What is the average RAM Apolyton player has? Are some of us still stuck at 32 RAM??? A higher limit will dramatically increase the play value of those 180 x 180 through 255 x 255 maps for those bold enough to venture there... and possible future Gigamaps.
It has to do with the way the city network is calculated (for determining resource access and other things). Since each civ needs to have all this data stored in memory, the memory footprint expands exponentially as a factor of the max number of cities. Increasing this further would dramatically increase the amount of RAM needed to play the game from what I understand.
