The Jackal enigma

Sorry if this topic has already been brought up, but what the hell is the .txt file Jackal doing in the civ3 directory?

It details a list of prompt commands that look suspiciously like multiplayer actions such as;

Also this is a .pcx file that has some interesting pictures as well.
