Who needs conquered cities?

Why not keep the conquered cities. If it's early in the game you can't see critical resources that may appear later.
Besides, sometimes there is a substantial amount of money involved. I just wiped out the Japanese and received $186,632.
But of course the AI doesn't cheat. Right!

Early in the game it makes sense, my point was more for the later parts of the game.
