  • Emperor: 2nd citizen unhappy, why?

I just started a game at Emperor level. Why the 2nd citizen in my capital unhappy? I thought you get 2 content citizen, as in Civ 2.

Nope. In civ 3, the second citizen on emperor is unhappy.

Here's how many content citizens you'll get per city, depending on the difficulty level :

      Chieftan : 4
      Warlord : 3
      Regent : 2
      Monarch : 2
      Emperor : 1
      Deity : 1

      cheers,
