Should bowmen be a bombard unit?

I messed with the bomard idea a while back, to give subs torpedoes and all... but it is not very good. Bombard means you can bombard improvements, roads, mines, irrigation, walls, citizens, buildings, etc. Not very realistic for an archer, unfortunately. The idea sounds very good tho. Maybe, maybe giving the ranged units like archers a ZOC?

If only you could set bombar parameters and usability... oh well.

Sorry, just the idea of bombarding with arrows seems silly to me.
But the general idea, I guess it could maybe be considered in the possibility of evade? Like cavalry and these? Arabs, against crusades, were using archers on horses that were shooting and running away I think. But I don't think it should be more considered than in def/off and such...

For me, an archer unit isn't only archer. It's only a group of men with archers. A more advanced unit were archers are present, making huge changes.
