Okay. If you're so sure that you can, and you're telling me where there is information on how it can be done, why in the world are you asking? Why are you using CAPS LOCKS btw? Or is your nose permanently stuck to your shift key?
You might enjoy to know that you can make your own maps, and change the game rules, but you won't be able to place units, towns, etc. Did you not see the CIV3 editor? It comes with the game... duh
I'm sure you could perhaps hack a save game to place units, towns, improvements, create state of relation between civs, trade routes, etc. Do you realize though how much hex editing that would require? The time and effort to even make a utility that automatically does this for you would be insanely high as well.
So no, at the moment, there is no mainstream way to make your own scenarios.
At the moment it doesn't really do much, you can only use it to start on custom maps (like the various versions of the Earth) which you dl into the civ3\scenario folder. I assume/hope that the editor will be fixed/updated to allow the specific positioning of cities/units & all the other stuff that makes scenarios possible, but at the moment it can't do those things & only allows for modification of the rules & creation/modification of maps. The editor (civ3edit.exe) is in the same directory as Civ3, or you can get to it from the start menu.
