I have deduced that whenever a city builds something all excess shields are discarded.
Therefore, with all the thousands of AI cities producing something just about everyturn (remember the silly AI production cheat) we have hundreds of thousands of shield sitting around waiting to be hauled off during the processing of each and every turn.
In previous, more elegantly programmed (read Reynolds designed) versions of this genre, the shields were simply left in place as they should be. Now they have to be carted away.
Shield removal teams have to visit each city with there little shield removal carts and load up all those shields. Then they have to travel to the approved shield waste dump and drive up the ramp and pay the appropriate per ton fee. Then they have to go to the next city and repeat the process there.
Meanwhile, shields wasted due to corruption must also be collected and hauled off. So, there are corrupted shields collection teams making their rounds too, only in this case the process takes longer because, well, these are corrupted shields and special permits are required and the waste may only be placed in special dumps, no doubt consisting of specially formatted hard disk sectors, both secure and heretofore unknown to users.
This explains the enormous size of game save files as well.
Firaxis can easily fix this problem by allowing leftover shields to remain in our build queues and drastically reducing shield loss due to corruption in the next patch.
