Does anyone have any idea what governs the number of happy people each luxury makes? I have had them give 1,2 or 3 happy faces, and there appears to be no consistency with type of luxury or indeed city.

Luxuries & differing numbers of happy faces

The actual type of luxury does not mean anything, they all are equal in usefulness. The thing is, having more than one of a single type of luxury won't do you any good other than in trade - it is better to have several different luxuries available.
With luxuries you will get at least one happy face per type of luxury. The Marketplace city improvement simulates how luxuries become available to more people in the city, and thus you can get more happy faces from them. The system is: For the first and second luxury (regardless of type as long as they are two different ones), you get one happy face for each. For the third and fourth (again, differing types, and providing you have a marketplace built there) you get two happy faces for each of the two. For the fifth and sixth, three happy faces each, and if you're so lucky as to get the last two luxuries as well, four happy faces for each of the two.
Thus potentially, you could get as many as 20 happy faces in each city with a marketplace if you get hold of all 8 different luxuries.
