oil on coastlines

Has anyone ever seen oil appear on coastlines, right outside coastal cities? I cannot figiure out how to access the oil. You obviously can't build a road to the oil and offshore platforms don't work. Any ideas?

I guess I thought oil was only supposed to appear on Tundra, desert or plains
