Just checked out that Civ3 mod program(civ3mod.bic). Really poweful, yet easily accessible. I can build any government I want in it, and change everything about the game. Super cool, and great job by Sid et al.

Ummmm.... yeah.
You might want to take a closer look. There are many things that are not possible in the crurrent state of that editing program. Check out this thread for a semi explanation of the things that are missing. It really is not powerful at all.

It really depends upon what you want to do. It's an editor, not a scenario-maker. Those who want a scenario-maker will be disappointed.
