Suggestion: how to balance governments
As you know Democracy in the game is far too powerful, much more than Communism. The same can be said about Republic versus Monarchy.
To balance the game I suggest changing unit support for Democracy and Republic from 1g to 2g (g=gold, and not 9.8 m/s
). This way you will be forced to spend much more money on units, and thus you will probably have much less units for Democracy/Republic and as a result you will be playing much more peacefully, as it should be for democracy.
Another suggestion is to increase unit support to 3g for Democracy and only to 2g for Republic. In this way republic will be more useful even for modern times. (ala Islamic republic)
