New lipstick easter egg?

I appologize in advance if this has been brought up before, but after going to the art/leaderheads folder, I noticed curious images for all the leaders with lipstick kisses all over their face, does this ever happen in the actual game? And if so, how?
To view them go the the previously said folder and look for files ending with "_Kis"
