Democracy: hidden productivity?

Perhaps I have missed some info or an already reported bug, but Democracy is supposed to give +50% production: "50 % faster than usual", "+50% worker efficiency". I've checked thoroughly: since I switched to Democracy from Republic - Monarchy, NO more shields on city screen and NO reduced cost for building stuff. Where is the bonus??

I think the shield bonus is the same as republic, so there should be no change. And the worker efficiency is referring to tile improvement workers - they work faster.

Just as it says... It add bonus only to the workers (the unit that build irregation and stuff).
