Leaders dont work!!!!

When I send my leader into a town building the Great Wonder 'Forbidden City', nothing happens. I want it to hurry production as it says in your manual that leaders can hurry wonder production. Even if I hit the hurry button, it says I can't.

HELP!!!!!!

Has anyone been able to get a leader to hurry a wonder production yet?

when the leader is in the city 2 additional buttons appear:
1) form army
2) hurry production(or something like that)

click 2nd choice
