Call To Power 2 Cradle 3+ mod in progress: https://apolyton.net/forum/other-games/call-to-power-2/ctp2-creation/9437883-making-cradle-3-fully-compatible-with-the-apolyton-edition
I'm not sure where this came from. I am 100% convinced that Deity is beatable, and I don't believe that "we" ever said different. However, I do think that Deity in Civ3 is more difficult than Deity in Civ2, which was our goal in defining Diety.
I'll be so bold as to state you win the game if you can survive to 1 AD
Beating it at Deity? no problem..
how about we try it with no going back on old saves (cheating ) except if you want a break.
I suppose it would be fair to choose a powerful civ like one with Religion or Science - I guess.
What would be interesting also is - how would civ2's AI fare against civ3's opponents? i'm sure we could connect them somehow , removing civ3's new bits so civ2 knows whats happening.. or is this 100% insane?
OCC with size one is impossible. The city couldn't produce any science rate to be of any use, You'd have to conquer the world basically with stuff you capture from goodie huts. also any improvements in the city would be lost to maitenance costs after being built. And that's not even accounting for not being able to maintain any form of military at all.
It's just impossible to actually win that way
Well, over at the SMAC boards, we have a few guys who did a no-base (no base, raze any bases you capture, try not to get your starting colony pods eaten by worms) victory on transcend.
I'm willing to believe anything after that.

The trouble with fighting for human freedom is that one spends most of one's time defending scoundrels. For it is against scoundrels that oppressive laws are first aimed, and oppression must be stopped at the beginning if it is to be stopped at all.

OH. Sheesh. Newbie! People thought OCC was impossible at first. It's been done.
I'll find the thread and link to it. It had a really funny screenshot of the capitol city.
And Second and more importantly what you have displayed is proof that someone once had a city that was size one at some point. I also sounds like he made it as a scenario or something. And Also he doesn't make any mention of what difficulty level he did it on. It would of course be possible on Cheiftan by simply stealing most techs.
And most Importantly i was under the assumption OCC stood for One City Conquest. He did not take over the world, he launched a ship.
Actually most important is probably the level issue.
Overall this isn't proof at all, and there's no way to tell if he kept the city at 1 always.

1. I'm sorry for the newbie comment. I was just swaggering and drinking.
2. All the OCC are done on diety.
3. If you want, I'm sure a savegame could be provided. Regardless there is an extensive log. And these guys have been playing OCC for 2+ years. I trust them as do a lot of the experienced civers here. I'm sure Ming beleives the claim.
4. Almost all OCC are done via spaceship. I've been on these boards for years. Ming will back me up on this. But the way, the OCC was invented on this site by Ming. Do some reading in the Civ2 strategy section oif you want perspective.
Given the serious game flaws in AI Diplomacy (highly overvaluing worthless cities, MillionDollarBug, etc.) & Combat ("Circling Armada Bug",etc.) the AI isn't up to par & has some serious achellis heels which can be exploited (knowingly or unknowingly). I would be interested in knowing who beat Diety without these flaws after a patch is out.
