How do I set the tax rate, please help.

Okay according to my domestic advisor I am getting zero income from taxes. I put multiple tax men in all my citites and I still get nothing from it, the only money I get is money from cities. Is this a bug? Or is there a place I can go and raise taxes?

The amount of taxes the taxmen give isn't apparent on the city screens. Actually, you do get taxes from them, but they just don't show up in the 'totals' of the city screens (though they do show up elsewhere).
