Rember in modern days combined forces RULE.
So just bombard that army with several artillery or Bomber units & than attack with yours Mech. Inf (or better Tanks).
As for "Battleship vs Phalanx" issuse:
Just BOMBARD city (with Battleship of course), don't attack it.
