I am unable to find it.

Click on the star next to your capital city adjacent to its name. Its a stoopidly put-together manual ... never tells you any real specifics..

Yeah, I went through this one too.

If I remember correctly. On the turn after you build an embassy you can click on a rivals's capital and you'll get the diplomacy options.

Also, on the far right hand side of the screen near the bottom, you'll see some little buttons on the edge of that weird "gadget" that contains the current unit info. One of them should be labelled "D". That will also open the diplomacy screen. Not documented I don't think.

Also, I didn't see this very prominently in the docs. The F8-F11 buttons open some cool report screens.

Agreed. The manual is large and basically useless.

          Manual

~Yeah, but at least it's an actual manual.
I refuse to live in fear.
If I am to die, so be it.
At least I will have died free.

The thing reads more like a Business/product design plan than an actual product. "You can do neat thing X" .. great how the *beep* do you do that.

Don't get me started on the index...
