Stacked as in occupying the same square. I don't think barbarians have access to armies, at least, I haven't seen any playing on the two highest settings.

There is infinite stacking, but the units don't fight together unless in an army [which is VERY powerful].

If you look at each of the blue units surrounding my city, you will see little white 'dashes' underneath their health bars. These indicate 'other' units that are also in the stack.
