All indications are that it is still a major wonder, but can be changed into a minor by toggling a flag.

I was under the impression the guide lists it as a major, but that Firaxis had confirmed in the past that it was a minor. No, I don't have sources.

I too have heard that the Manhattan Project is a MINOR Wonder. All Civilizations need to build the Manhattan Project minor wonder prior to being able to build nuclear weapons. But, of course, you can change this setting by using the Editor.

Will I have to go in and change this everytime I start a new game, or is it a change once and it is permanent kind of thing?

Yep... you're riht Wittlich. It's a minor wonder. No doubt about it. Everyone has to learn how to make nuclear weapons... so it's not free anymore.

Are we sure it's a minor Wonder?

I only ask because, well, first take a look at this screen:

              Link to CivEdit Screen

Note that there are three push buttons for Improvement, Wonder, Small Wonder. The "effects" you can grant Small Wonders are listed in the bottom right. You'll not find "Allow Nukes To Be Built By Your Civilization" listed. You can match up our known Small Wonders with the "effects" listed.

Now look at the section above that one. These are the "effects" for Wonders- the only "effect" that mentions Nuclear Weapons specifically mentions granting Nukes to all Civs. Once again, you can match up each "effect" with a known major Wonder.

I don't want to believe it myself, but my conclusion is that the Manhattan Project is indeed a Major Wonder. Nor do I think you can turn it into a Small Wonder, or rather you could, but as there's no Small Wonder "effect" that says "Allow Nukes To Be Built By Your Civilization", there's no point.

In this same vein, I note that another of the Editor screenshots has a "Movement Rate Along Roads", but nothing for Railroads. I'm inclined to believe this means I won't be able to tone down the "unlimited" movement for Railroads. Another bummer.

Don't let this post lead you to believe that I'm not very high on this game, I'm looking forward to it greatly. It does, however, look like the only couple of things I'd edit aren't editable.

              Oh well.

It's a minor wonder, apparently nukes are suppose to be harder to build and have more devestating effects.

Can anyone who has the game put this to rest?

Yep, it is major (Avault link above).

                    Probably for balance reasons.
“I give you a new commandment, that you love one another. Just as I have loved you, you also should love one another. By this everyone will know that you are my disciples, if you have love for one another.”
