I´d say yes, but conscript units will face a significant higher risk of being destroyed in their first battle if they´re not part of an army. (And I wouldn´t spend my precious leaders to create armies that include conscripts.)

That reminds me, do conscripts remain normal soldiers after you demobilize society? Or is drafting a peacetime option as well? Can conscripts raise their rank to normal/vet through combat victories?
Do armies get morale/veteranship upgrades? If so is it by individual unit, or does the army as a whole get upgraded?
I'm fairly sure you can draft without being mobilized for war. As someone already mentioned, conscripts can and do achieve higher rank, but with only two hitpoints they can become "cannon fodder" if you're cavalier with your use of them.
AFAIK, armies do not get any kind of morale upgrades.

Do barracks (or a similar improvement) still give morale upgrades? Or are modern units stuck with regular morale in end-game armies?

Barracks are still in, they make all starting units veterans, and they also allow wounded ground units to heal completely inside a city in one turn.
As for the sombrero, it was actually given to me by my wife's cousin (who is from Laredo, TX) at my wedding. He also brought up a bottle of Cuervo Gold and there was a line of guests doing shots at the head table at one point. Then the hotel manager found out and... well, anyway, it was a fun evening

I'm real excited about the playback feature at the end of the game. If it works the way I figure, it will remind me of all the movies about WW2 where the map of Europe/Asia slowly turns red representing the extent of German control (then stops and starts receding).
I like maps also such as the extent of the Roman Empire at its height, so the mini-map is also right up my alley.
Do elite units get an extra movement point as in SMAC?
Also, are Great Leaders still combat units before you bring them back to a city and use them? If so are they treated as elite units still, when in combat or are they even stronger?

Cavalier... nice way of putting it. In the FAQs it mentioned being mobilized for war, but not peace. Is peace mobilizatin still in?
