City Sizes! 5 and 6 squares form the centre?

Can city sizes actually be 5 and 6 squares out from the centre? Am I reading this correct?

Is that the number of tiles from the centre?

Those radiuses are only the distance of your nation's borders (from city center). I think that the city will work with those standard 21 tiles...
